The North East Link Project (NELP) is a 26km motorway being built in Melbourne with a scale and complexity that created significant challenges. Working collaboratively with the NELP team, TSA Advisory (formerly Advisian) was engaged to provide constructability and cost-estimating services.

Through design optimisation, TSA was able to help shape the project design by assessing the constructability of proposed solutions and addressing critical risks, to maximise value for money. The outcome was a robust constructability report to support the business case.

TSA also provided procurement and contract management support to ensure cost-effective project development. They supported the initial business case and provided revisions to the approved business case, as needed to reflect or support refinements and changes to the design.

Working closely with, yet independently from the NELP team, TSA was able to assist with the planning and development of processes, people and systems associated with the needs of the rapidly-growing, North-East Link Authority (NELA).
