M1 Extension to Raymond Terrace

The M12RT includes a 15km dual carriageway motorway link between the M1 Motorway at Beresfield and the Pacific Highway at Raymond Terrace, with major interchanges at Black Hill, Tarro, Tomago and Raymond Terrace. The M12RT will form one of the main arterial transport corridors and help provide one of the last remaining ‘missing links’ along the M1 Pacific Motorway which is a critical link in the National Land Transport Network.

Our role and relevant services provided:

  • Provision of electronic document management system (SharePoint) for the project including electronic management of tenders.
  • Development and management of a transaction risks and issues register associated with the full scope of work.
  • Registration of Interest (ROI) including reviewing and finalisation of ROI documentation and  facilitating team meetings and industry briefings.
  • Request for Tender (RFT) including drafting, developing and coordinating the RFT documentation and processes.
  • Contract award

Innovations and value-adds

TSA Advisory implemented a document control process for all procurement-related documents. This was tailored to complexities of previous TSA projects and the TSA team’s extensive technical and commercial knowledge of regional and local TfNSW tender documentation and upgrade projects. TSA ensured documents were drafted efficiently, accurately, and in accordance with the client’s document management system.

The TSA team were able to leverage their work on similar past projects to hit the ground running and begin delivering key aspects of the services immediately upon commencement. This involved coordinating the preparation of Scope of Works and Technical Criteria (SWTC) documents ready for initial review within weeks of commencement, which supported the client in achieving the ambitious project timeframe.

TSA identified key risks and areas of focus for the project. This allowed the entire project team to direct their attention and effort towards the issues that provided the most value for money or reduced the most risk for both packages.

TSA will continue to support and advise the TfNSW project teams throughout the entirety of the tender process, including management and facilitation of the tender interactives process, tender evaluation, and negotiation of contract.

TSA provided their proven accelerated procurement process. Leveraging insights on accelerated procurement from other similar transactions, TSA condensed the timeframe between Tenders closing and D&C contract award.
