Cequent (now part of TSA) have overseen this project since kick off in mid 2021. TSA’s scope included design management, negotiating a developer’s agreement with Waka Kotahi, tendering the construction contract, obtaining various authority approvals, managing various external stakeholders, chairing monthly PCG meetings and performing client representative role throughout construction.

Significant project challenges which TSA played a crucial role in overcoming included:
Working around major inground existing services (gas, power, South Island fibre feeder)
Budget constraints and managing a value engineering process
Communications with various external stakeholders
