John Moroney Correctional Centre (JMCC) is a 445 bed medium security remand centre for males in the greater Sydney region. The centre was put to market by NSW Treasury in August 2016 for a six-year contract term for operations and facilities maintenance.

From April to August 2016, TSA Advisory (formerly Calcutta Group) was engaged as Bid Advisor by Corrective Services NSW in preparation for the market testing of JMCC. We were then subsequently appointed as Bid Manager and led the in-house team to submit a fully compliant bid.

The bid solution was centred around a significant program of rehabilitation and reintegration programs, including pre and post release support, in a remand setting. It included security and infrastructure upgrades within an operating facility. The bid solution had a workable transition program designed to ensure minimal disruption to operations and had a substantial health element. The In-house bid was named as preferred proponent in June 2017 and reached contract close in August 2017. The new operating model was launched in early December 2017 and continues to operate successfully under the model.

TSA structured and managed the bid team including financial and commercial, bid production, IT, FM advisory and external legal consultants. We were responsible for day-to-day bid management, development of the operational, commercial and pricing solution and the drafting, production and submission of the bid.
