John Morony Correctional Centre (JMCC) is a minimum security remand prison complex for males located in western Sydney and operated by Corrective Services NSW. In August 2016 the centre was put to market by way of a contestability tender NSW Treasury’s Commissioning and Contestability Unit for a six-year contract term for operations and facilities maintenance. NSW Government’s objective in implementing the market testing process was to force the public sector operator to think creatively about how they might better deliver value for money and simultaneously gave them a mandate for change.
TSA Advisory was appointed to work with the Corrective Services in-house Bid team for the competitive tender against a number of major multinational service companies. Our team led the creation of an innovative service delivery model which included a partnership with 12 not-for-profit companies to provide pre-and post-release services, underpinned by industrial reform. Responsibilities included leading the bid solution development and submission and leading the financial and commercial responses and coordinating IT, facilities management and legal consultants. The in-house bidder was named as Preferred Proponent in June 2017 and reached Contract Close in August 2017. The new model went into operations in late 2017.
The preferred service delivery model represented reduced costs to taxpayers and sought to achieve better outcomes for inmates.
