Regional Rail Revival Program
Rail Projects Victoria

The $1.75 billion Regional Rail Revival (RRR) program is upgrading every regional passenger train line in Victoria, via joint initiative of the Australian and Victorian governments. Rail Projects Victoria (RPV) is the Victorian Government body responsible for the delivery of this project.

The TSA Advisory team (formerly Advisian) provided constructability and technical support for five projects that are part of the RRR program. These projects were seeking project funding to support the design, development and tendering process.

The technical support required personnel with specific expertise and knowledge to guide the client in choosing alternatives for delivery, design options, equipment and construction methodology using holistic point of view that would achieve better solutions for the client. The team provided this support for the following projects under RRR:

  • Avon River Bridge
  • Gippsland Line Upgrade
  • Warrnambool Line Upgrade
  • Murray Basin Rail Project
  • Geelong Duplication.

Key challenges encountered by the team in providing its services included environmental / program constraints, interfacing projects, rail occupation availability and labour efficiencies / availability.

Prior to the ownership of project scope, the team completed a comprehensive review of all business case documentation from a constructability perspective. This due diligence provided RPV with a sound understanding of the work being taking on. The program encompassed a full suite of greenfield / brownfield rail elements and structures.

The majority of RPV’s work was in existing brownfield rail environments. TSA Advisory advised RPV on strategies to stage works efficiently to reduce the design and construction effort. We provided RPV with key technical knowledge to identify the cost / risk implications of their scope of works.

Our services provided RPV with the technical support for funding approvals, tender documentation, reference designs and commercial / stakeholder approach. This enabled a consolidated planning and development phase.
