David Wilkie, General Manager Advisory
David leads TSA Advisory’s business across APAC. He brings over 30 years’ experience project management, procurement management and stakeholder engagement. He’s advised on some of New Zealand’s most complex projects including Auckland Airport Second Runway, Auckland City Hospital Building Programme and Auckland Metropolitan Rail Network. In 2021 David was appointed as the Associate Programme Director to oversee and direct the procurement and construction of a new hospital in New Plymouth.
Sharyn Pilbrow, Executive Consultant
Sharyn has 30 years’ experience in the education, social housing, transport and property sectors. She has an in-depth knowledge of NZ government processes, governance, risk, financial and operational oversight.
While at Ministry of Education she led the establishment of the Ministry’s Investment Office, designing and operationalising its Investment Management Framework for a multi-billion, 10-year construction pipeline. She has recently provided investment and procurement advice to Te Pukenga (New Zealand Institute of Skills and Technology); Health Infrastructure Unit in the Ministry of Health; Department of Corrections and Ministry of Business, Innovation and Employment.
Steve Haultain, Senior Associate
Steve is a senior commercial advisor who has had more than 15 years’ experience in delivering economic analysis, business case, asset management, assurance and procurement advisory. He has provided advice across a diverse portfolio of infrastructure including electricity, ports, social housing, education and health.
Steve has been supporting Transpower on major capital project regulatory approvals for over a decade. He’s also assisted in the transfer of social housing from Kāinga Ora to a new community housing provider in Porirua; advised on the establishment of an Investment Office for Te Pukenga; and helped government agencies with drafting asset management documentation.
Richard O’Reilly, Senior Associate
Richard has 25 years of strategy, policy, regulatory and operational public sector experience in the transport, education, health, emergency management and property sector. His 15+ years of experience in senior management roles included regularly advising Ministers on how to manage problems in their portfolios, including recommending policy, legislative and investment solutions.
