Chris Tehan, Principal

Chris is an infrastructure strategy, business case and governance specialist with 33 years’ experience. He has framed investment strategies and business cases for some of this region’s most significant transport projects including Melbourne Metro Rail Tunnel and Sydney CBD Light Rail, several major urban renewal initiatives, major ports initiatives, Victoria’s response to the Bushfire Royal Commission and a specialist national cancer therapy centre.   He has also undertaken governance and assurance reviews for NZ’s City Rail Link, Sydney Metro North West and prepared the major report that informed a Victorian Parliamentary Inquiry into Major Infrastructure Projects.

Mark Roby  

Mark Roby, Senior Associate

Mark has more than 30 years’ experience providing business case, procurement, asset management and project delivery advice.  His specialist sectors are energy, transport, health, education and social housing, and he’s advised on all major delivery models.  Mark is often approached for unique and complex project advice. His experience includes Victoria’s Big Battery, road maintenance in NSW, SA and Victoria, Victorian Renewable Energy Target 1 & 2 and Victoria’s thunderstorm asthma warning system.  He has advised on more than 25 major procurements and 35 business cases.

Leah Mosel, Associate

Leah is an urban planner and strategist with over 15 years’ experience in Victorian local and state government. Her specialist areas include strategic planning, precinct delivery and economic development. She has overseen the development and implementation of several precinct-based strategies for Melbourne and Darebin City Councils.

Leah has an excellent operational understanding of best practice in precinct planning and activation, land use and transport integration. She’s used these skills to contribute to Victorian business cases for ‘Improving Transport Connections to Fishermans Bend’, ‘Stations Upgrade’ and ‘Green Hydrogen Towns’.
