Ellery Salida, Principal

Ellery is an infrastructure planning specialist with 28 years’ industry experience across Australia, Asia, the Middle East, UK and South Africa. He has led the preparation of business cases, investment and funding strategies for a diverse portfolio of infrastructure projects including Melbourne Metro Tunnel, Improving Transport Connections to Fishermans Bend, Green Hydrogen Towns, Marine and Coastal Programs, VHBA Mental Health Infrastructure Capital Fund, Medical Equipment Replacement Services, MPS South Peninsula Youth Hub, LXRP Beyond 50 Planning Study and Glen Waverley Line Level Crossing Removal Project.

Karen Mitchell  

Karen Mitchell, Managing Principal

Karen has led some of New Zealand’s largest public-sector infrastructure projects from the decision to invest through procurement and delivery. During 2021 she was Acting Deputy Director General – Infrastructure, Ministry of Health. Other recent roles include Specialist Advisor, Auckland South Corrections Facility; Board member, Next Generation Critical Communications Programme for NZ Police; Specialist Advisor, Infrastructure Commission; and Interim Cross Programme Workstream Lead, Let’s Get Wellington Moving.

Raelene Lockhorst  

Raelene Lockhorst, Executive Consultant

Raelene is an accomplished infrastructure advisor. She brings 25 years’ experience working with the Commonwealth and state governments, leading the feasibility and planning major infrastructure projects in the arts and culture, Defence, health and social infrastructure sectors. During her 15 years in government, Raelene formed part of several capability acquisition project teams, held senior roles in the Defence Security Authority, and established a commercial program management office. As a trusted advisor to government, Raelene led the: fuel services contract procurement strategy in the $1.2b Defence Fuel Transformation Program, the planning phase of the $722m New Shellharbour Hospital Project and more than 30 business cases with a combined capital value of more than $5b.

Adam Skelton  

Adam Skelton, Senior Associate

Adam is an economist with 16 years’ experience in delivering economic analysis, demand analysis, procurement strategies and business case advisory for energy and major transport infrastructure. He has advised on projects such as WestConnex Stage 2, Sydney Gateway and Port Botany Rail Duplication, North East Link, Melbourne Metro, Green Hydrogen Towns, Hydrogen Highways and Kaban Wind Farm.
